In Bangkok, you can sometimes see the “blue sticker” in the front of (also the back of) the bus.

rót mee: route bus (“เมล์” means “mail” in English. This is different from “แม่” (mɛ̂ɛ:mother)

jàak: from (place), by
(In case “from (time)”, “ตั้งแต่ (tâŋ tɛ̀ɛ)” is used.)
ภาษี
phaa sǐi: tax
ประชาชน
pra chaa chon: people
The free bus is operated by tax paid by Thai people. So I think the bus is for Thai people, not for foreiger who don’t pay tax in Thailand Anyway everyone can use it.
